Youth Justice Agency Delivering First Class Service – Goggins ( 5/07/2007)
The Youth Justice Agency is delivering a first class service to both young people and victims of youth crime throughout Northern Ireland, Criminal Justice Minister Paul Goggins has said.Publishing its fourth annual report the Minister said: “The Agency has met nine of its 10 key targets and achieved 19 of its 23 development objectives. Its aim of achieving best practice in every sector of youth justice is well advanced and gives a strong base to build on.”
“Restorative principles lie at the heart of the Agency’s work and this is achieved by encouraging young people to take responsibility for their actions and providing victims with a say in the outcome. This positive and innovative approach greatly assists the healing of harm caused by youth crime.
“This has been a period of rapid and sustained growth for Youth Justice services in Northern Irelandand the past year has seen a number of major investments come to fruition, most notably Woodlands Juvenile Justice Centre.
“The challenge for the Agency now is to build upon these successes and, in partnership with local communities and others, further develop and deliver its broad range of preventative services to help young people avoid criminal activity and build confidence in the criminal justice system.”

- The Annual Report and Accounts 2006-2007 of the Youth Justice Agency of Northern Ireland was published by Written Ministerial Statement to Parliament on 5 July 2007 – copies were placed in the libraries of both Houses;
- The Agency met 9 of the 10 key performance targets and 19 of the 23 development objectives set by the Minister in its Business Plan for 2006-2007.
- The key performance target relating to escapes from the Juvenile Justice Centre was not met due to one escape on 22 February 2007.
- The Youth Justice Agency was launched as an Executive Agency, as recommended in the Criminal Justice Review, on 1 April 2003. It replaced the former Juvenile Justice Board, and is the fourth agency to be established within the Northern Ireland Office. This annual report covers its fourth year of existence.
